Circle of the Inner Mind

 

Within the shadows of the Legends and Chronicles the Circle of the Innermind is revealed as a Wheel of Shadows. They are the shadowed figures who wore the rings on their finger marking their place within the Circle.  The Rangers uncovered them and it's interesting that the Rangers themselves bear their own rings.  They are those of the Wheel, the Shadow Architects, the number of spokes upon this wheel is as yet uncounted yet they branch out.  The Wheel recognizes that which is recorded upon the Shadow Proclamation of Conventions these ancient contracts made upon the River Styx.  The Circle have appeared many times, the Immortals called it the Circle, others called it the Inner Mind or "IM". They are Those Who Sit Above In Shadow tied to a perpetual cycle of Ragnarok, death and rebirth.  They may or may not be the creators of the Cornerstones of Creation.  Those of the Forgotten Zone, the godheads of pantheons no longer associated, earlier incarnations of the Gods themselves; or perhaps they are something else entirely.  Even to the Gods they remain a myth, an unexplained mystery only rarely spoken of, and Those Who Sit Above In Shadow claim they are far beyond the understanding of these Gods.

 

Evidently, the Shadow Proclamation has existed for some time. The Doctor's TARDIS, considered by some to be thousands of years old, contained a dedication plaque stating that it had been authorized for use by the Shadow Proclamation.  Several individuals have invoked Convention 15 to speak with Nestene Consciousness and the Doctor and his companions regularly recite it in their chronicles.
